For non-Vietnamese applicants, I hear that it is hard for them to apply for a China visa in Hanoi, the China embassy in Hanoi asks them to provide Vietnamese work permit or residence permit, otherwise, the application will be denied.

China Consulate in Ho Chi Minh city can issue China tourist visa to non-Vietnamese applicants, the Vietnamese work permit or residence permit is not required. It costs US$ 30 for single entry visa, it takes 4 wokring days.
