Is it possible for a Zimbabwean girl to get a new Chinese working visa in Cambodia?

My friend from Zimbabwe, Emma, has been teaching English in Dalian but the school hasn't been paying her. She has found work at a school in Changchun but needs a new visa. I suggested that come to Cambodia to get it. Would it be possible for her to get her new Chinese visa at the embassy in Cambodia? If so what would she require?
