Visa on Arrival at Luo Hu border

Hi, I'm Indonesian citizen, i have a plan to go to Shenzen from Hong Kong on Nov 28, 2011, only for 1 day tour in Shenzen, then back to Hong Kong. Can i have get a visa on arrival at Luo Hu border ? or do i have apply of Shenzen VOA in Hong Kong ? where ?
