Apply for a visa in advance or upon arrival

Hi, I'm a Lebanese citizen living in Lebanon, and i have also the Romanian Passport, if i'm intending to visit china, do i have to apply for a visa in the chinese embassy in lebanon or i will get my chinese visa when i arrive to china's airport before entering the country?
