Can i reapply working visa in different consulate office even i was denied in manila embassy?

First time to apply china visa, i had worked in mexico for 1 1/2 year, but when i applied working visa in Manila Consulate my application was denied even i had the complete requirements, no reason was given why i was denied. My employer is asking me to be on-board as soon as possible but i dont know what to do to have the working visa. Hope someone can help!
