Can I use my Visa Electron for payment of Chinese visa in Dubai?

I am a Filipino and I am a resident of Dubai. I don't have a credit card and your Consulate in Dubai does not accept ash as payment anymore. I have an Emirates-NBD Debit card Visa Electron, can I use that?

I know that money order or bank checks are acceptable, I don't know the Emirates-NBD Debit card visa Electron is accepted or not.
