I'm an Indian citizen, want to know aswer about China z visa apply 1st time

Hi dear sir,
I’m Anurag singh from India, sir I’m yoga teacher . china zhongshan yoga club chose for work own club , they want apply for me work permission and invitation latter after I will apply for my z visa in India china embassy. Today they went govt. office fill all forms along with my all document scan and translate as wrote in website.
When they want summit all paper govt officer so strange answer, they want see me physically after both side agree after I will give permission.
Question is-
1-Any one 1st time apply z visa so govt want see you physically?
2-1st time apply z visa forms and before had work in china forms is different? if yes so please give me link
