why no one of chinese embassy in Sydney pick up my telephone?

Please call the China Visa Application Service center in Sydney, since the operation of the center, the Chinese consulate in Sydney doesn't accept China visa application from ordinary passport holders, they only accepts the applications from diplomatic, service/official passport holders.
