what does ordinary passport means?

The embassy doesn't accept visa application from ordinary passport holders since the operation of CVASC.
-meaning if im individual i cannot apply?
i have to go with travel agency?

Passport is divided into three types: ordinary passport, diplomatic passport, offiical/service passport. If you are a diplomatic official, you can get a diplomatic passport, if you are a government official, you can get a offiical/service passport. Otherwise, you hold an ordinary passport.

It means that you have to submit application to CVASC if you hold an ordinary passport. You can't submit application to the embassy. You don't need to go with a travel agency.
