Yes, you need a Tibet travel permit to travel to Tibet. Foreigners are asked to travel in Tibet in a tour group organized by an authorized tour agency and your tour agency will handle the permit for you. For further information, please contact the Tourism Administration of the Tibet (Tel: 0086-891-6834313; Fax: 0086-891-6834632). The Tibet Travel Permit will be invalid once used and you have to obtain another one when coming back through the same route.
