what is the visa free period of 15 days, does it count on calendar day?

If I arrive on 14th afternoon and leave on 29th Afternoon, do I need a VISA?

Yes, you need a visa because it is 16 days counted from 14th afternoon to 29th afternoon. The stay duration is counted from the date of entry to date of exit on calendar day.
