In fact, it is advisable to apply for a China tourist visa in Australia if you still have time to get it in Australia.

You can also apply for a China tourist visa in India because you have Overseas Citizen of India Card. However, I don't think you can prepare all the requirements for tourist visa application in India:
i) Original passport
(ii) completed Visa Application Form V.2011A with a recently-taken passport photo and Form V.2011B;
(iii) Proof of sufficient finances to cover all expenditures in China when requied.
(iv) Comfirmed return flight ticket and its photocopy.
(v) Covering letter from applicant’s company or office.
(vi) Photocopy of personal data page of applicant’s passport.
(VII) India Card and its copy

If the visa officer notices that you will go to China from Australia on the flight itinerary, maybe your application will be denied. The visa officer will guess why don't you get a China visa in Austrlia if you leave for China from Australia.
