is that possible for my husband to get the family vist visa, I'm Chinese citizen?

I am a chinese citizen. while my fiance is foreigner. if he come to china with a travelling visa. we get married in shenzhen china. can he immediately go to the entry exit bureau to apply this family visit visa? many people said we suppose can do this. but when I called the bureau. they said cannot. what is the problem?
