I'm not so clear about the business issues. But after surfing the internet I got to know the basic procedures are:
1) get the permission from national development and reform commission of China for the project
2) permission from the ministry of commerce to set up a company
3) register the company in the industrial and commercial administration
4) tax, customs and foreign currency registeration in related departments
For foreign investors' convenience, those departments has been organised together to work for you in many cities. You could go to the local ministry of commerce to consult the more detailed procedures.

Or you could try to contact the Economic and commercial Counsellor's Office of the Embassy of China in Philippines for the info (Tel: 0063-2-8195991,0063-2-8195992; Fax: 0063-2-8184553 ; Address: No. 10 , Flame Tree Road, South Forbes Park , Makati City, Metro Manila, Republic of the Philippines; E-mail: mofcom.gov.cn|ph)
