i am indian living in tokyo an having adjucan visa (permenent visa) would like to go to shanghi and open new company i dont know anybody in shanghi is it possible thae without invitation letter ican get multi entry visa of 1 year.shah kiran.

I'm afraid you can only apply for a tourist visa without Invitation Letter of Duly Authorized Unit or Confirmation Letter of Invitation''. A multiple tourist visa is possible for you to obtain in Japan since you have its adjucan visa (permenent visa). But I cannot guarantee. It depends on the visa officer.
