I'll go to Sun Moon Lake on 16-19 Sep and I'm now considering to tour more around Taipei on 20-21.

But my friend told me there's maybe typhoon or raining heavily. Is that true?
And if so, what type of clothes should I bring there?

Yes, it is true. It is in the typhoon season but it doesn't mean there is one when you get there. It main rainy in this period. So, suggest you to bring rain coat/umbrella. Still wear summer clothes at that time.
