is there any foreign affairs in haikou for the authentication?.. where is the exact place?

The Haikou Foreign and Overseas Chinese Affairs Office can make the authetication, its address 4th Floor, Building 6, Second Office District, Haikou City Government Building, Changbin Road, Haikou City
