DO YOU HAVE A MAIL BACK SERVICE? WOULD I BE CHARGED THE RUSH SAME DAY FEE IF I AM IN CHICAGO AND HAPPEN TO WAIT AROUND FOR MY VISA THE SAE DAY?

Yes, China consulate in Chicago provide the mail back service. Rush Service (1-2 working days) are also available for visa processing. You have to provide the application before 10:00 to the Chicago consulate if you want to get the visa on the same day.
