can i apply a tourist visa for somebody who does not live in ab dhabi?

is it possible to apply a tourist visa here in abu dhabi in behalf of somebody who lives in the philippines?

You can't apply for a tourist visa in Abu Dhabi on behalf of someone body who lives in the Philippines. If he/she works or resides in UAE and hold a UAE resident visa valid for more than 6 months, you can apply for visa for him.
