About:Chinese Consulate in Vancouver

I have a 3 star Hong Kong ID card .Can I apply to change to the new HKID card in vancouver?

No, you cannot renew your HKID outside Hong Kong. But if you'll apply for a passport, you can get a passport and a HKID at the same time from the embassy or consulate .
BTW, HKID issued before 06/23/2003 with date of year in 1958 / 1959 / 1960 / 1961 / 1962 / 1963 / 1964 / 1965 / 1966 / 1967 / 1968 / 1969 has been invalid.
