I am a Malaysian Citizen staying in Brunei. I have a 3 months temporary Brunei visa. Can I apply for a China tourist visa from the Brunei Chinese Embassy?

Foreigners other than Bruneian citizen should have valid Brunei visa or valid Residential Permit in Brunei, you have a 3 months temporary Brunei visa, so you can apply for a China tourist visa from the Brunei Chinese Embassy.
