About:White Horse Temple

Is this site, Changhemen Han Dynasty Ruins, open for visitors at all?

I live in China already, but will be making a visit to Hunan to check out some of the archaeological sites. Whilst looking at the Baima Temple on Google earth I noticed that to the east there are the remains of a Han Dynasty city wall and archaeological site called 阊阖门遗址 Changhemen Ruins.
I was just wondering if you know if this site is open for visitors at all. I would love to visit this site. the Google Earth co-ordinates are 34°43'34.14"N 112°37'21.10"E

I think it is Henan not Hunan. Yes, as I know, the ruin is open to the public free of charge.
