Where can I rent a bike to tour the Xian City Wall and the inner city? What's the rate?

Well, there is bike rental service on the City Wall. It costs CNY20 for Single bicycle per 100 minutes and CNY40 for tandem bicyle per 100 minutes. CNY5 is added for every additional 30 minutes. You need to deposite CNY200 when rent it.
