1. So I couldn't understand for what reason does the bus wait in Huanglong?...2. Is there Luggage Storage in Huanglong?Thank you Frank for your answer.

I would like to clearify the shuttle bus from Jiuhuang Airport to Huanglong and then Jiuzhaigou. At the airport, you could take a shuttle bus running to Jiuzhaigou via Huanglong. The fare is about CNY100/adult. On the way, the bus will stop for hours at the foot of Huanglong. You could leave baggages on the bus and go to visit Huanglong, while the bus will wait for you there. Ps: only a few of shuttle buses supplied at the airport, usually you have to wait at the airport for a while. The most convenient way is that you book an airport transfer in advance.
