About:Han Dynasty

What is the "Stable Goverment" in the Han Dynasty?

I read something about a stable government type system in the monarchy? something like a hierarchy with people controling different parts of China

It sounds like,the subinfeudation system or the system of enfeoffment . The first emperor of the Han Dynasty believed that Qin was runied because of its the system of prefectures and counties so the the system of enfeoffment (of the Zhou Dynasty) was still necessary. However, I think it is not a good for a stable government and it did bring harms to the Han Dynasty. So, the policy was abolished later.
