Xiamen and Shantou has their special short term visa themselves. But it is not sure that you will be granted a visa upon arrival and allowed entry. And also, with the VoA of Xiamen or Shantou, you are not allowed to visit other cities in China, so you'd better apply for a China visa in advance.
