You need to apply for a China visa from CVASC in KL, its address: 2nd Floor, Plaza OSK, 25 Jalan Ampang, 50450 Kuala Lumpur
The visa center doesn't provide mail service now for visa application, you can go there in person, or by someone entrusted. The fee for a single entry visa is 158 Ringgit under regular 4 working days collection.
