Can I get a Chinese student visa from Fukuoka, Japan, to study in Hong Kong?

I will be studying at Kyushu University in Fukuoka, Japan, starting September 2011 from an American University in California. I then want to study for a semester in China after I finish my year of study in Japan. Can I get a Chinese student visa from Fukuoka, Japan, to study in Hong Kong? My letters and calls go unanswered to the Chinese consulate. Do they have English speakers there? I do not know what to do and want to plan ahead to go from Kyushu University (September 2011-August 2012) to the University of Hong Kong for the next semester (August 2012-December 2012). I have tried calling the Chinese consulate and I do not know enough Chinese to communicate well. I have written several times. Can someone help me? Thank you.

You can apply for Hong Kong student visa through China Consulate in Fukuoka, it will takes about 1 month for the processing because the consulate will send your application to immigration department of Hong Kong government for approval. You can apply visa in June 2012. Now, it is too early for you to apply Hong Kong student visa.
