Can a 2-year-old child Australian passport holder apply for two years multiple-entry L-visa?

Can a 2-year-old child Australian passport holder apply for two years multiple-entry L-visa if his mum or dad got a two years multiple-entry L-visa? Mum is Malaysian passport holder, dad is Australian passport holder.
