I am planning to visit Harbin in middle of November but do not know if it is to early to see snow or Ice sculptures.

I am afraid that it may be too early to see the snow or Ice sculptures . You can go to the Harbin Ice and Snow World to see the snow or Ice sculptures, but it usually open at 09:00-21:30 during the Harbin Ice Festival since December 25.
