Ras Al Khaimah is under the consular jurisdiction of China Consulate in Dubai, you need go to Dubai in person to submit visa application or ask a travel agency to apply visa on your behalf. The debit card from CBI is not accepted, only UionPay, Visa, MasterCard, JCB or Diners Card are accepted.
