According to the rules of China Customs, one passenger can take only one laptop into China free of any tax. If you take two, you will have to pay high tariff for it.

Hi, I regularly travel for work from Singapore, and have to carry 2 laptops. One is a server, the other is the work laptop. I've declared them countless times at airports around the world (in order of frequency and latest occurrence: China, Hong Kong, Dubai, Malaysia, Brunei) and haven't had a problem. You just have to be able to explain why you carry 2.
