About:Baggage Allowance for Chinese Domestic Flights

if i have bought a cat in china, am i allowed to bring it with me back to america on the plane?

I think it will be troublesome both when exit China customs and enter USA customes. For taking the cat on the plane, you have to specailly mention it when booking the ticket and provide relevant health certificate like Vaccination Certificate and Veterinary Inspection Certificate. You'd better contact the air company to enquire about this.
