how long does it take to apply for visa to china at China General Consulate Nagoya? what document?

I am a Vietnamese citizent and is being in Nagoya with one year-Japanese visa. I looked for telephone number of China general consulate and called many times but some times are busy, sometimes there were no answer. So I would like to ask you. Many thanks in advance
