I have a 3* HK ID and was born in Hongkong but currently live overseas. How can I apply for home return permit to China?

I have a 3* HK ID and was born in Hongkong but currently live overseas. I am going to HK in the summer. How long does it take to apply for a home return permit and do I need to have a HK SAR passport to do so.

The 3 stars on your HKID indicate that you are eligible for an HKSAR Re-entry permit. But if you want to visit mainland China, you are required to apply for a Home Return Permit with both your HK SAR passport and HK ID card. If you live overseas, you can apply for it from Chinese embassy/consulate over your area of residence.
