The 3 stars on your HKID indicate that you are eligible for an HKSAR Re-entry permit. But if you want to visit mainland China, you are required to apply for a Home Return Permit with both your HK SAR passport and HK ID card. If you live overseas, you can apply for it from Chinese embassy/consulate over your area of residence.
