Hi I'm a Filipina, holding an S Pass here in Singapore with my Philippines Passport. I also have a US B1/B2 visa in my passport. Can I apply a China visa here in Singapore for a 4day vacation on Chinese New Year?

Yes, you can apply for a China visa in Singapore. Your S pass and copy are required for China visa application. In addition, your US B1/B2 visa are also helpful for China visa application.
