What is the best and cheaper way to get another F visa to China?

I wish to apply for another F visa because my current F visa will expire July 12, 2011.
I am planning to go back home before my visa expires. But what is the best and cheaper way to get another F visa?

Should I run to an agency in Beijing and pay for 9000rmb processing fee before going home? or just go back home and apply for a new F visa in Manila?

Can someone tell me if it is easier and cheaper to apply an F visa in the Philippines? How much and what documents do I need to provide?
