There are no residential requirements on the marrying parties. But you need to apply for a notice of intended marriage. and then, attend a 15 minutes ceremony at marriage registries with two witnesses. For more details, you can refer to http://www.immd.gov.hk/ehtml/bdmreg_4.htm
