where to apply tourist visa going to china? in the Philippines or in Qatar?

I am a Filipino citizen working here in Qatar having a working visa. My sister – Abigail Sy (in the Philippines) and I booked our flight from Philippines to china on Nov. 3, 2011 through Cebu pacific air.
My working visa will expire on 19th Nov. 2011. Our company usually renews our visa 1 month before the expiry.

My question is where should I apply for my tourist visa? In the Philippines since my booking is from Philippines to china or in Qatar since I am currently residing and working here, and what are the requirements needed. How long will it take to process the visa?
