L visa can be extended twice in China at local PSB. So, if you are in China now, your wife can extend her L visa this way. To transfer L to Z visa in China is possible, but you may need to go through a visa agency again. BTW, as a dependent family member accompanying your Z visa in China, she is required your marriage contract, an original Visa Notification issued by the Chinese Ministry of Foreign Affairs as yours for Z visa, as well as your valid work visa or residence permit in China and copy of passport information page.
