About:Chinese Embassy in U.K.

for british overseas citizen passport holder.

for british overseas citizen passport holder, but not born in Hong Kong ,need china visa or not?iif need he should apply visa in china embassy or china visa application service centre?need what document?

He needs a visa to China. And his visa application should be submitted to Chinese embassy or consulate over his area of residence. And if CVASC is available, application should be submmited to the Center. ABout the documents needed, you can read your own from this site since you have not told me his purpose of visit and the country he resides.
