where can I apply a Business Visa for Hong Kong here in Dubai? Nationality is Syrian.

You can apply Hong Kong visa through China Consulate in Dubai. You have to go to the consulate in person to enquire it because your application possibly need to be sent to Immigration Department of Hong Kong Government Directly. Please apply for it 2 months before departure to Hong Kong.
