china visa application on thursday, 19th may 2011 in nigeria?

The Letter of invitation by Duly Authourized Unit is form the China Earthquake Administration, Beijing. Would the scan copy of this letter be accepted by the Embassy. I am attending a meeting in Beijing from June 4 to 10, 2011. If I submit my visa application on Thursday, 19th May 2011, can I still get my visa before travelling?
