It is pronouced Zhao Shi. In Chinese dictionary, the character only has one pronunciation, shi, no xia.

According to a Chinese dictionary, the character in question is a rare form of the character "yes" hence pronounced Shi, as well as an older form of the character "summer" hence pronounced Xia. When used as a personal name, it is pronounced Xia.
