My sister lost her iPad in China last week during her visit, does she need to pay tax in custom?

My sisiter went to China last month and she lost her iPad during her visit, does she need to pay tax in China custom when she returns?

No problem with that I think. She didn't declare it when she enter China (except Hong Kong and Macau), right? Wow, I am puzzled about this question too. If she didn't declare, she can just leave.
