How can i renew my Chinese passport in Helena , Montana.

I live in Billings, Mt. 59102, my Chinese passport expired in March of 2011, because i was unable to go to Washington D. C. to renew it.
I only arrived in America on October 4th, 2010 to live with my American husband.
My mother is very old now and i would like to renew my passport so that i can go to China to see her.
Jiujiang in Jiangxi province.
Please advise me the quickest and best way to renew.
