You can apply for a Macao visa upon arrival. The requirements are listed above on this page: application form, photo, passport, Macao visa is any and visas to other regions if any. But if you want to be a Macao Permanent resident, you need ordinarily reside in Macao for a continuous period of 7 years or have investment there (this is getting hard with details I don't know, you may contact the immigration directly).
