He took measures to lighten the tax and made laws to change the grim laws in the Qin Dynasty. He deprived feudatory princes (of different family name) of their title and authority, but divides the country into nine parts in the charge of nine feudatory princes who are all of the Liu Family. He set slaves free as regarded them as ordinary citizens and sent soldiers back home. He gave lands and houses to soldiers according to their military achievement.4
