Hi, my girlfriend is from Mexico and is trying to get a visa to go to China so we can visit my dad.  Do the visa applications have to be brought-in in person or can they be mailed in?

The mailed application is not accepted by the embassy, if you can't submit application in person, you can ask someone else to submit visa application on your behalf, the letter of attorney is not required.
