We are planning to Harbin on 21 Dec to 24 Dec 2011. I know at that time the weather is very cold minus something degree right?? What should i wear and any recommendation ??

Yes, it is extremely cold since the temperature can be low to -20C.  You need to wear very warm clothes like long down jacket, fur coat, boot, plus gloves, scarf and hat.
